Turnkey SPC Flooring Projects: Define Scope and Responsibilities
Define the equipment, factory preparation, commissioning and handover responsibilities in a turnkey SPC flooring project before comparing supplier proposals.
A turnkey SPC flooring project should describe what the supplier delivers, what the factory prepares and how the parties judge readiness for production. The word “turnkey” is not a substitute for that agreement. Before comparing offers, turn your target floor and factory plan into a shared scope that follows material from preparation through finishing and packed-product handling.

Define the supplied production route
Identify the preparation system, extrusion equipment and downstream operations individually. Clarify whether coating, conditioning, locking-profile machining, underlay attachment and packaging are included, optional or provided elsewhere. Also identify tooling, handling equipment and any proposed scrap-processing route. Ask the supplier to show these items on the same layout so that separate quotations do not leave gaps between a completed sheet and a finished flooring product.
Assign factory preparation responsibilities
Establish who prepares foundations, access, utilities and material storage, and who verifies that the site is ready for installation. The supplier should provide the relevant equipment requirements; the buyer should confirm the factory conditions and local arrangements. Discuss installation access and maintenance space alongside the production footprint. A compact layout is not useful if it prevents film changes, safe equipment access or removal of finished stacks.
Agree commissioning and acceptance stages
Distinguish an equipment running demonstration from a trial that produces your intended flooring. Specify the trial materials, product dimensions, layer structure and inspection records. Define which checks occur before shipment and which occur after installation at your factory. Include a process for documenting open issues, correcting them and confirming completion. Avoid an acceptance statement based only on whether the machines can start and run without material.
Make handover practical for the factory team
List the operating documents, configuration records, maintenance instructions and training topics to be supplied. Confirm the language and format that operators will use. Define spare-part identification and the process for requesting technical help without assuming an unwritten response time. The handover should also identify settings and material conditions from the accepted trial so that the team has a meaningful starting reference.
